Position: Criminal Justice Planner/Reentry Coalition Executive Director

The Criminal Justice (CJ) Planner coordinates and supports the functions of the York County Criminal Justice Advisory Board (CJAB) and the York County Reentry Coalition (YCRC). Coordination includes calling meetings, setting agendas, and maintaining records for CJAB & YCRC boards, and where needed, committees and subcommittees.
An integral part of coordination is guiding CJAB & YCRC in the identification and setting of strategic priorities on a no less than annual basis. The CJ Planner maintains and manages the contact database for YCRC and acts as its social media administrator. This position is responsible for coordinating YCRC’s Reentry Simulation program. The CJ planner may be called upon to write, manage, or report on grants that fund activities of both bodies.
The CJ Planner conducts research on criminal justice statistics, trends, and patterns to generate a more comprehensive picture of the issues confronting the community. The CJ Planner organizes and analyzes information and prepares reports, information bulletins, website copy, social media posts, and brief topical papers to enhance CJAB & YCRC board members’ ability to make data-driven decisions, inform stakeholders and/or the general public of CJAB & YCRC activities, and to generally further the work of both bodies.
The CJ Planner works in conjunction with numerous related collaborative efforts, including but not limited to the York Opioid Collaborative, the Stepping Up Initiative, the York County Wellness Courts, the York County Safety Collab, the Stable Housing Collaborative, the Mental Health Collaborative, and the Coalition on Homelessness.
The Criminal Justice Planner/Reentry Coalition Executive Director reports to the Diversion & Reentry Administrator for fiscal oversight and direct supervision. However, the position must also balance guidance regarding the nature and direction of the workload from the York County Criminal Justice Advisory Board and the Reentry Coalition Advisory Board. This position is supported in part by the Reentry Specialist, who assists with YCRC’s administrative needs.
Job Title: Criminal Justice Planner
ESSENTIAL REQUIREMENTS, DUTIES, AND RESPONSIBILITIES
- Maintain current, up-to-date strategic plans for CJAB & YCRC and maintain membership records for YCRC and the CJAB.
- Align the activities of CJAB & YCRC with the priorities stated in their respective strategic plans.
- Engage regularly with CJAB & YCRC leadership to develop agendas for and keep records of regularly scheduled Board meetings.
- Coordinate and support the work of CJAB & YCRC committees and subcommittees internally and with each other, including the setting of agendas, creation of reports or documents, maintenance of records, and coordination of tasks between committees.
- Keep abreast of PA Commission on Crime & Delinquency’s minimum operating standards for criminal justice advisory boards and reentry coalitions and ensure compliance with such.
- Proactively support collaboration between government agencies and community-based organizations to meet CJAB and/or YCRC strategic priorities.
- Track CJAB & YCRC activities in relation to other major initiatives to avoid duplication of efforts.
- Collect and analyze data pertinent to the well-informed operation of CJAB & YCRC at least annually including full criminal justice trends report at least every two years.
- Participate with Countywide efforts to collect and synthesize data to streamline information sharing and identify Criminal Justice trends and outcomes related to the CJAB and the YCRC to guide both initiatives future efforts.
- The CJ planner may be called upon to write, manage, or report on grants that fund activities of CJAB & YCRC.
- Work with CJAB leadership to hold a Retreat annually to present information and set strategic priorities.
- Guide YCRC Board and committees in developing strategic priorities and annual committee work plans.
- Prepare for and hold an annual Reentry Summit for YCRC.
- Coordinate YCRC’s ability to offer Reentry Simulations to the community at least once annually.
- Author and amend bylaws for both organizations as necessary.
- Prepare presentations and speak to community stakeholders about both CJAB and YCRC’s purpose and accomplishments.
- Maintain a contact database for YCRC, send out periodic updates to the membership, and administer YCRC’s social media accounts.
- Create and distribute reports, bulletins, social media posts, website copy, and flyers as needed to inform stakeholders and/or the public about CJAB & YCRC activities.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED
- A strong understanding of the functions and key components of the County’s criminal justice system and how they interrelate.
- Ability to foster open, ongoing collaborative working relationships with and between CJAB & YCRC stakeholders, including collaborative bodies working in related areas.
- Experience with and understanding of collaborative frameworks for social change such as collective impact, coalition building, and ecosystems of complex care.
- Experience in strengthening networks and building trust among diverse stakeholders and partners so they are willing to commit to shared responsibility for change.
- Ongoing assessment of the context within a complex civic system, including the priorities and motivation of diverse stakeholders, in support of CJAB & YCRC activities.
- Knowledge of current social, economic and health problems and resources, with special emphasis on factors relating to delinquency or criminal behavior.
- Experience engaging and communicating with diverse audiences, ranging from civic and elected leaders to residents reentering the community from incarceration to volunteers of all experience levels and backgrounds.
- Effective meeting and event facilitation skills.
- Ability to collect and synthesize data from multiple sources, use it to identify priorities, and propose actions to take.
- Ability to exercise influence in environments where they have no direct authority.
- Superior oral and written communication skills.
- Ability to develop a plan of work, schedule work tasks, and meet deadlines independently.
QUALIFICATIONS
- A Bachelor’s Degree in Criminal Justice, Public Administration, Planning or a related field.
- Two years’ experience in strategic planning, working with public or nonprofit boards and committees, or related field.
- Proficiency in MS Office Suite software. Experience creating public-facing outreach materials preferred. Familiarity with basic website creation and maintenance a plus.
- Grant writing and management experience strongly preferred.
CJAB Criminal Justice Planner – Reentry Coalition Executive Director Job Description – 04-2026

Position: Re-entry Specialist Coordinator
Type: Full-Time
The Reentry Specialist is a non-exempt position assigned to the York County Department of Probation Services, which staffs the York County Reentry Coalition. The Reentry Specialist is based at the Reentry Opportunity Center (ROC) on the campus of York County Prison. These duties include referral management, coordination of providers, data collection and analysis, database management, creation of statistical reports, planning and outreach document creation, communications, and administrative functions such as recording of meeting minutes, scheduling, and correspondence.
This position provides a number of essential liaison duties to the justice system in interacting with community service providers and health and human services agencies.
This specialized position works at the direction of the Reentry Supervisor and assists with coordination of the York County Reentry Opportunity Center (ROC), collaborative partnerships, data collection, and statistical analysis of data from a wide variety of sources. This position works closely with the Support Staff Unit and may be jointly supervised by the Reentry Supervisor and by the APO Office Manager.
